CRU started construction on a new housing construction site located at State Road PR-52, Exit #22/23 in Caguas, Puerto Rico, disturbing 381.25 acres of land. While an NOI obtaining coverage under EPA's Construction General Permit was submitted on April 7, 2004, and coverage started on April 14, 2004, the operator did not have a copy of the site's Storm Water Pollution Prevention Plan on-site as required by the General Permit. Penalty has been calcuated at $4,000 for not having the SWPPP available on-site. The facility had storm water sedimentation basins installed and in use. Construction at the site is now complete.
