Jewish Community Center of Staten Island started construction on a new community center at 1466 Manor Road in Staten Island, New York, distrubing 6.4 acres of land, without obtaining coverage under NYSDEC's Stormwater Discharges Associated with Construction Activity general permit. Construction started on April 4, 2005. An NOI was not submitted until June 29, 2005, whereupon coverage was immediately granted. Penalty has been calculated at $1,500 for not submitting the NOI prior to start of construction. This penalty is consistent with other penties calculated in the Region (i.e. Puerto Rico) at $500 per month without a permit.
