Case summary
Respondent conducted manufacturing operations at the Site from approximately March 2005 through May 2005. It is EPAs understanding that the Site has been vacant and unsecured since May 2005. In the Summer of 2006, New York State Department of Environmental Conservation (NYSDEC) received notification from the Cortland City Police Department that the Site had been vandalized. The Police were concerned due to the large amount of chemicals at the abandoned Site. On July 27, 2006, representatives from EPA, NYSDEC, the local police and fire departments conducted an inspection of the Site. During the inspection, it was noted that the perimeter fence was in disrepair, the facility doors were unlocked and the office area in one of the buildings had been vandalized. Bulk chemical storage tanks containing a considerable amount of chemicals, drums of hazardous waste, flammable materials, and a significant amount of chemicals and/or hazardous substances that have yet to be inventoried are located both inside and outside of the facilitys buildings.
