Case summary

Union County owns and operates the Lenape Park Trap and Skeet Range. The range has been active since the 1930's and has never had a reclamation episode for the lead that is (was) deposited. The lead is unrecoverable because the range is located in a wetland. EPA inspected the range on October 17, 2003. The inspection confirmed that the range was shooting into a wetland. A 7003 Order was issued in April 2004. The Order was signed by Union County on March 10, 2005. The Order allowed several options for the range: 1) mandatory - switch to alternative to lead shot, 2) option, reorient the range or relocate to an area where lead recovery was more conductive, 3) option, continue shooting at the range with an alternative shot and apply for a New Jersey State Pollution Elimination Discharge Permit. The order prevents the dispersive use of 50,000 pounds of lead per year from entering the environment that would never have been reclaimed/recycled. Union County deceided not to continue operations at the range and closed it on May 2, 2005.
