Case summary

From approximately 1967-1971, the Respondent disposed of industrial and solid waste from one of its assembly plants at a property it owned in Ringwood, New Jersey. In 1970, the Respondent transferred about 300 acres of the 500 acre site to the Borough of Ringwood which still owns the property. The Borough of Ringwood disposed of municipal waste in the same area where the Respondent was dumping both before, during, and after disposal activities. After the Ringwood Mines/Landfill Site was placed on the NPL in 1983, the Respondent conducted a series of removal actions and a long term groundwater monitoring program at the Site. When the groundwater no longer showed unacceptable levels of metals and other contaminants, EPA delisted the site from the NPL. At the request of certain residents living on the site, EPA has determined that a comprehensive reinvestigation of the site is necessary. Preliminary results of this reinvestigation indicate that paint sludge and other waste still exists at the Site. The Respondent has agreed to conduct the reinvestigation but the Borough has refused to participate.
