EPA v. PRASA Carolina Regional Wastewater Treatment Plant

Case summary

Raw sewage dicharges at a location other than the authorized in the Carolina Regional WWTP NPDES permit. An 8-inch diameter collapsed sewer pipeline was causing the overflows, that were conveying into Espiritu Santo River. PRASA shall immediately cease and desist the discharge of pollutants into the waters of the United States from the manholes located along the El Cortorro Community and Alturas de R?o Grande Development. PRASA shall immediately repair, unclog and clean all sewer pipelines and manholes that are causing sewage bypasses. Within thirty (30) calendar days of the receipt of the ORDER, PRASA shall submit a report to EPA that describes the actions that PRASA has taken to correct the deficiencies found during the inspection. PRASA shall include a schedule to conduct a Sewer System Evaluation Survey (?SSES?). Within ninety (90) calendar days of the receipt of this ORDER, PRASA shall submit to EPA and implement, a Preventive Maintenance Program (?PMP?) for the El Cotorro Community and Alturas de R?o Grande Development Sanitary Collection Systems. Within one hundred and twenty (120) calendar days of receipt of this ORDER, PRASA shall submit a report and a certification to EPA that describes all repairs/replacements that were made.
