Case summary
EPA finds that the Morovis WWTP is unable to meet the water quality based effluent limits set out in its NPDES permit and that PRASA/ONDEO is not maintaining and operating the facility adequately. This Administrative Order (AO) requires PRASA/CAPR to maximize the operation and maintenance of the Morovis WWTP in order to achieve and maintain compliance with all the final effluent limitations. In addition, this AO requires PRASA/ONDEO to submit a plan that outlines a schedule, for the completion of all permanent repairs/tasks needed to correct the deficiencies found during a compliance evaluation inspection conducted on December 10, 2003.
