ChemSource violated Section 301 of the CWA by its failure to: COUNT 1 - Conduct a Visual Examination for the April-June 2001 period as required by Part 5.1.1 of the MSGP. COUNT 2 - Conduct a Visual Examination for the July-September 2001 period as required by Part 5.1.1 of the MSGP. COUNT 3 - Analyze for all parameters during the October-December 2001 period as required by Part 5.1.2 and Table K-1 of the MSGP. COUNT 4 - Analyze for all parameters during the January-March 2002 period as required by Part 5.1.2 and Table K-1 of the MSGP. COUNT 5 - Analyze for all parameters during the April-June 2002 period as required by Part 5.1.2 and Table K-1 of the MSGP. Part 5 of the MSGP requires ChemSource to perform Quarterly Visual Examinations and Benchmark Monitoring (see Part 5.1.1 and Part 5.1.2 of the MSGP). The violations identified were found during May 15, 2002 inspection of the facility.
