Case summary

The Municipality of Catano owns and operates a pump station and sanitary sewer collection system. It does not have a permit for this facility. On several occassions the system has caused overflows of raw sewage into the streets of the Puente Blanco community which then drain into the storm sewers and ultimately into the Cano La Malaria, a water of the United States. These are unauthorized discharges in violation of CWA Section 301.
