EPA v. PRASA Jardines del Torito STP

Case summary

EPA finds that the Jardines del Torito Sewage Treatment Plant (STP) is unable to meet the wate rquality based effluent limits set out in its NPDES permit and that PRASA is not maintaining and operating the facility adequately. This Administrative Order (AO) requires PRASA to maximize the operation and maintenance of the Jardines del Torito STP in ordewr to achieve and maintain compliance with all the finalleffluent limitaitons. In addition, this AO requires PRASA to submit a compliance plan that outlines a schedule, for the completion of all permanent repairs/tasks needed to correct the deficiencies found during a compliance evaluation inspection conducted on January 30, 2003. Moreover, this AO imposes a sewer hook up ban on new connections to the STP due to its critical structural and equipment condition and due to exceedances of the flow parameter. PRASA is required to install an equalization or holding tank or facilities (e.g., control equipment) for protection against surge (batch) industrial loadings that are currently interfering with the plant.
