EPA needed access to the Site to facilitate the installation of water mains and house connections for nearby residences which have been or may be impacted by groundwater contamination emanating from the Site. Because EPA was unable to gain consensual access from the Site owners, the Agency decided to issue an Adminsitrative Order for Access to the Site.
