R.E.M. Cleaners violated 40 CFR Section 63.323(a)(1), 63.323(a)(2), 63.324(d), 63.324(d)(1), 63.324(d)(2), 63.324(d)(5), 63.323(k) and 63.324(d)(3) by failing to: 1) used more than 140 gallons of perc. per year and did not conduct sensor monitoring relevant to the proper operation of the refrigerated condenser; 2) calculate the difference between the temperature of the air-perc gas-vapor stream entering and exiting the refrigerated condenser on the washer to determine that the difference is greater than or equal to 20 degrees Fahrenheit ; 3) keep on site receipts of perc purchased and to keep a log of the volume of perc that it purchased each month; 4) keep a log of yearly consumption of perc by the facility and a log of date and temperature readings for a refrigerator condenser; and 5) inspect the dry cleaning system components for perceptible leaks and to keep a log of the dates when the dry cleaning system components are inspected for perceptible leaks. R.E.M. Cleaners violated the requirements of the National Perchloroethylene Air Emission Standards for Dry Cleaning Facilities ( Perc dry cleaning regulations ), found at 40 CFR Section 63.323(a)(1), 63.323(a)(2), 63.324(d)(1), 63.324(d)(2), 63.324(d)(5), 63.323(k) and 63.324(d)(3).
