Route 46 Cleaners failed to use less than 140 gallons/year of perc.; failed to store all perc containing waste in solvent tanks or containers with no perceptible leaks; failed to inspect on a biweekly basis, the components of the dry cleaning system for perceptible leaks while the the dry cleaning system is operating and to measure the temperature of the air-perc gas-vapor stream on the outlet side of the refrigerated sensor; failed to calculate the difference between the temperature of the air-per gas-vapor stream entering and exiting the refrigerated condenser on the washer to determine that the difference is greater than or equal to 20 degrees Fahrenheit; to failed to submit an initial notification and a compliance status report to EPA; failed to keep receipts of perc purchased on site for 5 years and a log of the volume of Perc purchased each month; failed to keep a log of yearly comsumption of perc by the facility, the dates, name and location of the dry cleaning system component where inspected for perceptible leaks are detected and; failed to keep a log of dates and temperature readings for a refrigerator condenser, as required by 40 CFR Sections 63.322(j), 63.322(1), 63.323(a)(1), 63.323(a)(2), 63.323(a)(1), 63.323(a)(2); 63.332(a), 63.324(b), 63.324(d), 63.324(d)(1), 63.324(d)(2), 63.324(d)(3) and 53.324(d)(5) .
