Phillip's Cleaners violated 40 CFR �� 63.342(d), 63.324(d)(1) , 63.324.(d)(3), 63.324(d)(5) and 63.324 (e), by failing to keep onsite and show upon request receipts of perc purchased and log of the volume of perc purchased each month as recorded from perc purchases; by failing to keep and maintain and show upon request dates when the dry cleaning system components are inspected for perceptible leaks; by failing to maintain a log of date and temperature readings for a refrigerator condenser and; by failing to retain copies of the design specifications and the operating manuals for each dry cleaning system and each emission control device located at the facility.
