Case summary
'40 CFR Subpart H requires public water system using a surface water source to install filtration, unless the system can meet the avoidance criteria outlined in 40 CFR Section 141.71(a)(b). On February 22, 2001 EPA issued an Administrative Order (AO) to the PRASA Coabey System (Respondent) for failure to comply with the filtration requirements of the SDWA. The AO required respondent to eliminate the Coabey public water system by January 15, 2002. On September 12, 2002, EPA issued this Complaint and Notice of Proposed Assessment of a Civil Penalty and Opportunity to Request a Hearing when the Respondent failed to comply with the AO.'
