'EPA has determined the proposed penalty of $73,742 against the Puerto Rico Aqueduct and Sewer Authority concerning the Northwest Trunk Sewer (an appurtenance of the Vega Baja Wastewater Treatment Plant (WWTP)) for tis failure to provide proper Operation and Maintenance (O&M), for the discharge of pollutants (unpermitted discharges) at a location other thant he authorized inthe Vega Baja WTP NPDES permit, and for not reporting EPA instances of non-compliance in violation of Section 301(a) of the Act, 33 U.S.C. �1311. The violations taken in the Complaint occurred within the period of August 1999 and May 2002.'
