'PRASA violated the Act by failing to provide proper O&M at the facility. Although the facility is in compliance with its NPDES permit effluent limitations, PRASA has failed to repair the liners of the two aeration tanks of the faiclity, which have caused that approximately 100,000 gallons per day of partially treated sewage continues to seep ito the ground. It is possible that this partially treated sewage has reached a body of water A penalty of $19,550 be proposed based on the above findings of violations, and after taking into consideration the statutory factors of Section 309(g) of the Act.'
