'EPA finds that the Caguas STP is unable to meet the water quality based effluent limits set out in its NPDES permit and that PRASA is not maintaining and operating and maintenance of the Caguas STP in order to achieve and maintain compliance with all the final effluent limitations. In addition, this AO requires PRASA to submit a plan that outlines a schedule, for the completion of all permanent repairs/tasks needed to correct the deficiencies found during a compliance evaluation inspection conducted on June 28, 2002.'
