Respondent was ordered to pay a penalty and to come into compliance. Within 45 days of the effective date of the order, the respondent was also required to submit a written notice of compliance. Respondent failed to appear at the hearing and on 9/20/02, judge gunning issued a default order assessing the full proposed penalty.
