PRASA FINISHED THE CONSTRUCTION ON FEBRUARY 2000 AND HAVE NOT OPERATED THE SLUDGE TREATMENT SYSTEM SINCE THAT DATE. THE PURPOSE OF THIS ORDER IS TO HAVE PRASA OPERATE THE SYSTEM AND TO COMPLY WITH ALL TERMS AND CONDITIONS OF THE PERMIT.
