Case summary
This is a CERCLA Section 120 Federal Facility Agreement between EPA, the Air Force, and the State of New York. EPA and Air Force, with the concurrence of the State, will select remedies (EPA will alone select them if there is no agreement), and EPA and the State of New York will oversee the Air Force's implementation of the multiple operable units of CERCLA response actions to clean up the former, closing Air Force base. ROD signed September 22, 2008. This is selection of a remedy at a federal facility where there is a Federal Facility Agreement in place requiring the selected remedy to be implemented. The OU addressed is the Munitions Maintenance Squadron (aka Site SS-013), which is OU 19 for the Plattsburgh site in CERCLIS. The ROD calls for ozone sparging of groundwater contaminated with napthalene and vinyl chloride. The ROD estimated that contamination consists of approximately 500 lbs of napthalene and 0.3 lbs of vinyl chloride. The ROD includes the installation of approximately 20 ozone sparging wells to inject ozone into the subsurface to treat the contamination, installation of an ozone generator/control system, institutional controls, installation of an additional groundwater monitoring well, and groundwater monitoring. ROD signed September 29, 2008. The OU addressed is the Nose Dock 8 (aka Site SS-016), which is OU 17 for the Plattsburgh site in CERCLIS. The ROD calls for no further action. The ROD documents previous response activities conducted at the site which have resulted in removal of prior contamination. The selected remedy for OU 20 (Site SS-041) includes the removal of sediments in the wetland south of Building 2612 that contain cadmium and chromium. Site SS-041 is one of a number of sites administered under the former Plattsburgh AFB Installation Restoration Program (IRP). RODs have been signed for 17 operable units at the base and additional RODs are planned for other IRP sites. ROD signed September 27, 2012. ROD signed September 29, 2014.
