Case summary
On February 9, 2026, Region 1 filed a Consent Agreement and Final Order resolving violations of the Resource Conservation and Recovery Act ( RCRA ) alleged against Clean Harbors of Connecticut, Inc. ( Clean Harbors ) at its licensed RCRA Part B commercial treatment, storage, and disposal facility in Bristol, Connecticut (the Facility ). These alleged violations were discovered during a Connecticut Department of Energy & Environmental Protection ( CT DEEP ) inspection in November 2022 and a Region 1 and National Enforcement Investigations Center ( NEIC ) inspection in December 2022. The Consent Agreement and Final Order ( CAFO ) alleges that Clean Harbors failed to comply with various requirements of its RCRA Permit and related regulations, including failing to ensure that its Mix-Tub (an outdoor container Clean Harbors uses to treat waste almost daily) had a cover when not in use, side panels when in use, and was empty when not in use; failing to ensure that, after stabilization in the Mix-Tub, the hazardous constituents in the waste are at or below the land disposal restriction ( LDR ) standards; and operating an unauthorized hydrocyclone and associated equipment in the location where Acidic and Alkaline Drum Rinse Stations had been authorized for use under its RCRA Permit. The CAFO requires Clean Harbors to pay a civil penalty of $585,000 and to certify compliance with RCRA and the Connecticut Hazardous Waste Regulations. Region 1 has kept its state counterparts at CT DEEP apprised of EPA?s enforcement activities regarding Clean Harbors.
