Case summary

On September 17, 2026, EPA Region 1 ( EPA ) and Casella Waste Management, Inc., Casella Waste Management of Massachusetts, Inc. and Pine Tree Waste, Inc. (collectively, Casella ) entered into an agreement to resolve alleged violations of Section 301(a) of the Clean Water Act ( CWA ) at Casella facilities in Massachusetts, Maine New Hampshire and Vermont. EPA alleged that the companies, which share a common parent company, discharged industrial stormwater into navigable waters without a permit or failed to take corrective actions required by their industrial stormwater permit. Under the Consent Agreement and Final Order, which initiated and concluded EPA's enforcement action simultaneously, the companies will pay a combined penalty of $214,816. The Respondents are all subsidiaries of Casella Waste Systems, Inc., a regional waste collection and disposal service headquartered in Rutland, Vermont. EPA has notified the states of Massachusetts, Maine, New Hampshire and Vermont of the settlement.
