Case summary

On September 17, 2026, EPA filed a Consent Agreement and Final Order in which Student Transportation of America, Inc. (STA) will pay a total penalty of $325,000 to resolve CWA violations at 32 facilities covering all six New England states. STA provides school bus transportation services and conducts maintenance activities at its bus yards. During review of records submitted in response to a request for information under Section 308 of the CWA, the Region determined that many facilities lacked NPDES coverage under the Multi-Sector General Permit (MSGP) for Stormwater Discharges Associated with Industrial Activity or equivalent state NPDES permits, some Facilities were discharging unauthorized wash water and some facilities lacked SPCC plans. Previously, on May 15, 2025, EPA entered into an order on consent with STA requiring STA to bring roughly 60 facilities into compliance with the CWA. The Region coordinated with the state environmental agencies on this case.
