Case summary
On September 17, 2026, EPA filed a Consent Agreement and Final Order in which Oldcastle APG Northeast, Inc. (Oldcastle) will pay a total penalty of $125,000 to resolve CWA violations at two facilities located in Massachusetts. Oldcastle is the owner and operator of infrastructure manufacturing facilities throughout the country, including twelve located in New England. One such facility is located in Holbrook, MA and another in Rehoboth, MA. During inspection, EPA found that the Holbrook facility was in violation of its obligations under the 2021 Multi-Sector General Permit for Stormwater Discharges Associated with Industrial Activity ( MSGP ) for failure to implement adequate responses required under the Permit and was thereby discharging pollutants into waters of the United States, and that the Rehoboth facility was discharging stormwater associated with industrial activities without Permit authorization. Industrial activities have since ceased at the Holbrook facility. The region coordinated with the state environmental agencies on this case.
