On September 9, 2026, the Regional Judicial Officer approved an expedited settlement agreement with Continental Scrap Metal, LLC ( Continental Scrap Metal ) of Wolcott, Connecticut, resolving alleged violations of Section 301 of the Clean Water Act. An inspection of Continental Scrap Metal's facility found that the facility did not implement certain requirements of its 2021 Industrial Stormwater General Permit ( 2021 ISGP ) including: failure to conduct and document required inspections; failure to monitor the facility's stormwater discharges; failure to fully implement control measures and best management practices; and, failure to update the Facility's Stormwater Pollution Prevention Plan. The settlement requires that the company pay a $17,156 penalty and certify compliance. EPA worked in coordination with the Connecticut Department of Energy & Environmental Protection on this case.
