Case summary

On September 2, 2026, the Region entered into an administrative order on consent ( AOC ) with the Town of Manchester-by-the-Sea, Massachusetts requiring the Town to implement an ambient receiving water and effluent copper monitoring program for total recoverable copper and optimize the removal of copper from the wastewater treatment plant effluent. The AOC further requires the Town to submit annual progress reports, which will include trend analysis of total copper loadings and a calculation of total copper discharges from the WWTF during the prior calendar year, and a summary of copper effluent concentration data for the prior calendar year. These reports must be sent to EPA and the Massachusetts Department of Environmental Protection ( MassDEP ), summarizing its compliance with each obligation under the order. The Region worked in close coordination with MassDEP in this matter.
