On March 4, 2026, EPA Region 1 issued an Administrative Order on Consent to resolve Clean Water Act ( CWA ) violations by Rockwood Farm, a dairy farm in Granville, Massachusetts that is classified under CWA regulations as a Medium Concentrated Animal Feeding Operation ( CAFO ). EPA discovered during an inspection that Rockwood Farm was discharging cattle feed, bedding, and manure from its production area in violation of the CWA. Under the AOC, the Farm will, among other things, eliminate the unauthorized discharges from its production area and apply for an individual National Pollutant Discharge Elimination System permit.
