Case summary

On June 3, 2025, Region 1 settled an administrative penalty action against Bostik, Inc. ( Bostik ) alleging violations of the Resource Conservation and Recovery Act ( RCRA ) at its adhesive and sealing product manufacturing facility in Middleton, Massachusetts (the Facility ). The Consent Agreement and Final Order ( CAFO ) alleges that Bostik failed to comply with various requirements for hazardous waste management, including organic air emission standards for certain equipment that contains or contacts hazardous wastes with organic concentrations of at least 10 percent by weight ( Subpart BB ) and tanks that contain hazardous waste with an average volatile organic concentration of 500 parts per million by weight or greater ( Subpart CC ), and core RCRA standards for hazardous waste tank inspections, contingency plans, closure and labeling of hazardous waste containers, and labeling, dating, and accumulation of universal waste. The CAFO requires Bostik to pay a civil penalty of $122,589 and to certify compliance with RCRA and associated regulations. The Commonwealth of Massachusetts is supportive of this action.
