(Farmington Sand & Gravel) of Farmington, New Hampshire for failure to submit discharge monitoring reports (DMRs) pursuant to their CWA National Pollutant Discharge Elimination System (NPDES) permit. M. Bradsher Co., Inc. was authorized to discharge under the Multi Sector General Permit (MSGP).
