On January 7, 2025, the Regional Judicial Officer approved an expedited settlement agreement with Capitol Waste Services, Inc. of Revere, Massachusetts resolving violations of Section 301 of the Clean Water Act. On November 22, 2023, EPA Region 1 (the Region ) conducted an inspection at the facility and found that the facility was discharging stormwater without authorization under the NPDES Multi-Sector General Permit for Stormwater Discharges Associated with Industrial Activity ( MSGP ). The company promptly worked towards obtaining MSGP coverage. The settlement requires that the company pay a $15,000 penalty. The facility is located in an area impacted by many Environmental Justice issues. The Region worked in coordination with the Massachusetts Department of Environmental Protection on this case.
