Case summary

On September 12, 2024, EPA filed an Expedited Settlement Agreement (ESA) resolving violations of the Toxic Substances Control Act (TSCA) and the Renovation, Repair and Painting (RRP) Rule alleged against Squire Contracting, LLC (Respondent) of Waterford, Connecticut. Squire Contracting, LLC is a special trade contractor that provides residential property renovation services such as carpentry, drywall repair and roof repairs. Responses to an information request revealed that Squire Contracting, LLC had performed renovations subject to the RRP Rule in three military housing properties at Naval Submarine Base New London. Squire Contracting, LLC did not obtain initial firm certification from EPA, failed to obtain written acknowledgement of receipt or a certificate of mailing of the Renovate Right pamphlet, and failed to retain records for three years following completion of the renovations. The ESA requires Respondent to pay a penalty of $7,000 and certify compliance with the RRP Rule. In Connecticut, the RRP Rule is enforced by EPA as the program has not been delegated to the state.
