Case summary

On August 30, 2024, EPA entered into an administrative order on consent (AOC) with Global Companies LLC and Chelsea Sandwich LLC (collectively, Global) to resolve alleged effluent limit violations at two bulk fuel terminals located in Chelsea and Revere, Massachusetts. Under the terms of the AOC, Global will submit engineering plans and specifications for a proposed treatment system to EPA and the Massachusetts Department of Environmental Protection (MA DEP) by September 15, 2024, for the Chelsea Terminal. Global will install and have the treatment system operational at the Chelsea Terminal no later than April 30, 2025. Additionally, the AOC requires that Global implement an increased sampling frequency designed to demonstrate wastewaters are being fully treated and discharged in compliance with NPDES effluent limits. The AOC also requires that Global decommission and shut down the Revere facility and terminate the NPDES permit for this facility by December 31, 2024. These bulk fuel terminals are located in neighborhoods impacted by environmental justice issues. EPA worked in coordination with MA DEP on this case.
