Case summary

On March 6, 2024, EPA filed a Clean Air Act (CAA) enforcement settlement with First Student, Inc. (First Student), owner/operator of fleets of school buses at locations nationwide. This settlement resolves First Student's alleged violations on four separate days in two Connecticut locations of federally enforceable anti-idling requirements in the Connecticut state implementation plan (SIP), which prohibit motor vehicles from idling for more than three minutes (with exceptions, inapplicable here). Pursuant to the terms of the consent agreement and final order, First Student has agreed to anti-idling-related conditions in all jurisdictions where it currently operates school buses, including implementing an idling tracking and reduction program, training, and signage. The company has also agreed to anti-idling related conditions in Connecticut, including implementing coaching and monitoring related activities. In addition, First Student has agreed to pay a $96,223 penalty to settle this action. Diesel exhaust exposure can lead to serious health conditions like respiratory illnesses and asthma and can exacerbate existing heart and lung disease, particularly in the elderly and children. First Student's West Hartford Connecticut school bus locations is in area of environmental justice concern. EPA will inform the State of Connecticut about this settlement.
