Case summary
On September 6, 2023, EPA issued a Clean Water Act (CWA) administrative order to Excel Recycling Westport, Massachusetts facility for failure to submit discharge monitoring reports (DMRs) pursuant to their CWA National Pollutant Discharge Elimination System (NPDES) permits. Excel Recycling is authorized to discharge under the Multi-Sector General Permit. The permittee is required to submit all outstanding DMRs and continue to report as required by their permit. Excel Recycling is not located in an Environmental Justice area of concern. EPA will notify the Massachusetts Department of Environmental Protection of our actions.
