Case summary
On April 5, 2023, EPA issued a Clean Water Act (CWA) Administrative Order for Compliance (Order) to BI-QEM Inc., a plastics manufacturing facility in Northhampton, Massachusetts. The Order addresses the company's non-compliance with conditions of the National Pollutant Discharge Elimination System (NPDES) Multi-Sector General Permit (MSGP) for Stormwater Discharges Associated with Industrial Activity and the NPDES Noncontact Cooling Water General Permit for Massachusetts and New Hampshire. The Order requires BI-QEM to perform required monitoring, amend incorrect discharge monitoring reports, perform good housekeeping and maintenance, and routinely inspect its facility as required by the MSGP.
