Case summary

On March 8, 2023, EPA issued an Administrative Compliance Order (Order) to the Town of Southbridge, Massachusetts for violations of its 2016 Municipal Separate Storm Sewer System (MS4) permit citing its failure to screen all required stormwater outfalls/interconnections for the presence of dry weather flow and its failure to submit its Year 4 MS4 annual report due on October 1, 2022. The Order requires the Town to complete dry weather screening by June 30, 2024 and to submit its final Year 4 MS4 annual report within 30 days of receipt of the Order. The Town contains neighborhoods potentially impacted by Environmental Justice issues. EPA coordinated with the Massachusetts Department of Environmental Protection on this matter.
