Specifically, EPA alleged that Kennebec failed to: (1) obtain recertification before beginning renovations; (2) assign a certified renovator to each renovation; (3) provide the owner of each unit with the EPA-approved lead hazard information pamphlet; and (4) maintain records. Kennebec will pay a $16,500 penalty and come into compliance with the RRP Rule. Kennebec also will perform certain conditions outlined in the Consent Agreement.
