Case summary
On September 29, 2022, the Region issued an administrative order (AO) to the Town of Troy, New Hampshire requiring the Town to take actions to address total copper, total phosphorus and ammonia nitrogen limit violations of the NPDES permit at its wastewater treatment plant (WWTP). The Order requires the Town to submit a Copper and Nutrient Reduction Report to EPA and NHDES within 24 months of receiving the Order. The Town must report on available technologies and their feasibility for implementation at the Facility. The Town is also required to submit an Annual Optimization Report Update to the agencies, reporting all actions taken during the prior calendar year to bring the Facility back into compliance with its effluent limits, and its next steps for the upcoming calendar year. The Region worked in close coordination with the New Hampshire Department of Environmental Services in this matter.
