Case summary

On September 28, 2022, EPA issued a Clean Water Act (CWA) Administrative Order (Order) to the Town of Halifax, Massachusetts to address exceedances of its Total Residual Chlorine (TRC) National Pollutant Discharge Elimination System permit limits at one of its drinking water treatment plants. Under the terms of the Order, the Town will submit to EPA and the Massachusetts Department of Environmental Protection (MA DEP) a final design plan for modifications at the drinking water treatment plant to meet the permit limitations within seven days of the effective date of the Order. The Town is required to initiate construction of the plant upgrades by December 14, 2022 and attain compliance with its TRC limits by July 31, 2023. EPA has coordinated with MA DEP during the development of this Order.
