Case summary

On August 16, 2022, the Region entered into an Expedited Settlement Agreement with DCC Propane LLC (d/b/a Saveway Petroleum) (DCC Propane) located in Putnam, Connecticut resolving violations of Section 311(b)(3) of the Clean Water Act. On March 20, 2022, approximately 27,000-gallons of home heating oil released from an aboveground oil tank into secondary containment. Approximately 300 gallons to 600 gallons gradually escaped secondary containment and was released to an adjacent wetland and tributary to the Quinebaug River. DCC Propane immediately reported the spill to the National Response Center and took actions to clean up the spill. The spill did not have an impact on any communities facing Environmental Justice issues. The company agreed to a $7,700 penalty.
