Case summary

On July 14, 2022, EPA issued a Clean Water Act (CWA) Administrative Order (Order) to the Town of Rockland, Massachusetts requiring the Town to take actions to address flow limit exceedances of its NPDES permit at its wastewater treatment plant (WWTP). The Order requires that the Town implement further inflow and infiltration projects to reduce flow to the treatment plant. The Order also requires the Town to study the feasibility of additional options to reduce flow such as use of in-line and offline storage during wet-weather and underground injection. Finally, the Order requires the Town to study alternative locations for discharges from the WWTP and the option of sending sewage to a regional wastewater treatment facility. The Region worked in close coordination with the Massachusetts Department of Environmental Protection in this matter.
