Case summary
On February 28, 2022, EPA Region 1 filed an expedited settlement agreement (Agreement) addressing Harbor Classic Homes L.L.C.'s alleged violations of the General Permit for Discharges from Construction Activities (CGP) at the Laurel Hill Estates site in Lancaster, MA. On Sept. 17, 2021, EPA conducted an inspection at Laurel Hill Estates and observed failures to fully stabilize the site and to conduct required inspections of erosion controls. Additionally, EPA had evidence of failed erosion controls during an August 2021 storm. Pursuant to the Agreement, Harbor Classic Homes L.L.C. will pay a $6,750 penalty. EPA implements the National Pollutant Discharge Elimination System program in Massachusetts.
