Case summary

On May 23, 2022, EPA Region 1 entered into a Consent Agreement with AA Transportation Co., Inc., (AAT), a school bus fleet operator in Central Massachusetts, resolving violations of provisions of the federally approved Massachusetts state implementation plan (SIP) in its operation of school buses. The requirements at 310 CMR (S) 7.11(1)(b) prohibit the excessive idling of motor vehicles and are approved and enforceable by EPA. The administrative penalty case alleged that AAT idled school buses excessively for over 400 minutes on three occasions at its Shrewsbury and Webster facilities. The CAFO provides for a penalty payment of $23,587 and includes a certification of compliance with the applicable SIP regulations in Massachusetts. EPA has notified the Massachusetts Department of Environmental Protection of this matter. One of the facility locations in Shrewsbury, MA is an area of potential environmental justice concern.
