Case summary

On May 27, 2021, EPA Region 1 filed the consent agreement and final order (Agreement), In the Matter of Patriot Stevedoring & Logistics, LLC (Patriot Stevedoring). EPA determined, through its investigation, that Patriot Stevedoring discharged scrap metal during loading operations, between February and October 2020, into Mt. Hope Bay, without National Pollutant Discharge Elimination System (NPDES) permit authorization, in violation of Section 301(a) of the Clean Water Act, 33 U.S.C. 1311(a). Patriot Stevedoring has since changed its loading operations, to avoid its scrap metal discharges, and has agreed to pay a $27,000 penalty. EPA implements the NPDES program in Massachusetts.
