Case summary
On March 8, 2021, EPA entered into an administrative order on consent (AOC) with the City of Rochester, New Hampshire to provide a schedule for it to meet its Total Nitrogen limit in its new NPDES permit. The AOC requires the City to complete a septage receiving facility upgrade, complete a carbon storage and feed building project, and complete an aeration automation project. The City will also be required to submit and implement a Sewer System Master Plan that includes a description of flow metering and modelling efforts to fully evaluate and reduce sources of inflow and infiltration in the POTW. Finally, the City must also submit a Nitrogen Reduction Report to EPA and New Hampshire Department of Environmental Services (NH DES) indicating what actions the City will take to ensure it will meet the total nitrogen limit. The reduction in nitrogen discharges will greatly contribute towards reducing the nutrient load into the Great Bay Estuary which suffers from nutrient-related impairments and violations of water quality standards.
