On June 15, 2020, Region 1 issued an Administrative Order (AO) to the Town of Marblehead, Massachusetts. The Town held an NPDES permit authorizing discharges from an outfall connected to a pump station during certain high flow conditions. During these events, the Town would discharge sanitary sewage from the pump station outfall, when flows at the receiving treatment plant reached capacity. Concurrent with this AO, the Region's permitting office revoked the Town's NPDES permit for these discharges. The Order requires that the Town submit a Pump Station Outfall Discharge Elimination Plan, which includes a High Flow Management Plan, and submit annual reports on implementation of the plans.
