Case summary
On June 11, 2020, the Region issued an Administrative Compliance Order (Order) to the Town of Montague's (Town) for its non-compliance with the conditions of its NPDES permit which authorizes discharges from its Publicly-Owned Treatment Works. Permit compliance areas addressed by the Order include Combined Sewer Overflows, numeric effluent limit exceedances, and pretreatment program implementation. The Order requires the Town to prepare plans to come into compliance and submit the plans to EPA and the Massachusetts Department of Environmental Protection. The NPDES program has not been delegated to Massachusetts, but MassDEP supports issuance of this Order. The Order is part of EPA's National Compliance Initiative for Reducing Significant Non-Compliance with NPDES Permits.
