Case summary

On April 29, 2020, Region 1 issued two Administrative Compliance Order (Orders) to the City of Norwich, Connecticut. The first Order addresses the City's non-compliance with the requirements of the General Permit for the Discharge of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4s) issued by the Connecticut Department of Energy and Environmental Protection (CT DEEP). The Order requires the City to submit to EPA and CT DEEP an updated list and map of its MS4 outfalls and interconnections. The second Order addresses the City's unauthorized discharges of sewage from its publicly-owned treatment works (POTW) to waters of the United States and non-compliance with the requirements in its National Pollutant Discharge Elimination System (NPDES) permit regarding certain combined sewer overflow (CSO) controls. The Order requires the City to prepare a Capacity, Management, Operation and Maintenance (CMOM) Program self-assessment and submit regular CMOM and CSO compliance reports to EPA and CT DEEP. The Region worked in close coordination with CT DEEP in this matter.
