Case summary

On February 10, 2020, EPA filed a consent agreement and final order settling claims for civil penalties against ACM Group, Inc. for violations of the requirements of the Renovation, Repair and Painting (RRP) Rule, promulgated pursuant to Section 402(c)(3) of TSCA. ACM is a contractor primarily engaged in construction, renovation, restoration and demolition work. On September 30, 2019, Region 1 filed an administrative civil complaint for penalties against ACM Group, Inc. for violating regulations related to lead-based paint requirements of the TSCA Renovation, Repair and Painting (RRP) Rule. The complaint alleges that Respondent performed an RRP-regulated renovation at a single property in New Hampshire but failed to obtain initial firm certification from EPA prior to performing the renovation, failed to adequately cover the ground with plastic sheeting and failed to keep records to document compliance with RRP Rule.
